Thomson-East Coast Line (TEL) Singapore Update

MRT Plan by 2030 

The government made an announcement in 2013 with an ambitious plan to have an MRT Station or bus stop within 10 minutes of walking distance from home. The plan was to get six in 10 households are within a 10-minute walk from a train station. This ratio will go up to eight in 10 households after the rail network is doubled in length to 360km by 2030.

Thomson East Coast Line (TEL) sits on this plan in servicing people from Woodlands, Thomson, Central Business District, Orchard and East parts of Singapore. This is the sixth MRT and certainly one which residents in East Singapore are very happy about since there were no MRT line planned till a few years ago.

Thomson-East Coast Line (TEL)

The concept of Thomson-East Coast Line (TEL) was announced by Land Transport Authority (LTA) in 2014. There will be two major parts of it; Thomson Line and the Eastern Region Line. Extending to a length of 43 km, TEL will have 31 new stations with 7 interchange stations linking to the rest of the MRT lines; East-West Line, North-South Line, North-East Line, Circle Line, Downtown Line and to the future Cross Island Line.

The East portion will have 9 stations whereas the Thomson Line will host 22 stations. Expected cost is around $24 billion. The idea is to join these two ‘separate lines’ for better operational efficiencies and provide more convenience for the commuters.

The LTA will also be building a 36-hectare multi-storey depot to house 220 trans from Thomson East Coast Line, East-West Line and Downtown line. It will also be a depot for 550 buses.

Over at the East Region Line, 4 of the MRT stations will have underground bicycle parks, the first of its kind in Singapore. Some of the entrances will also be connected via longer underpasses of up to 400 metres to facilitate more underpass routes and better safety for the elderly and children, minimising the need to cross roads.

Highlights of Thomson East Coast Line

  1. 31 new stations with seven interchange stations
  2. Length of TEL is 43 km
  3. Expected to serve approximately 500,000 commuters daily initially and possibly up to 1 million commuters in the future
  4. SMRT was awarded to operate and maintain the TEL
  5. New ground freezing technology to create ice walls to stabilise the earth
  6. East Coast Integrated Depot will integrate 3 train depot and one bus depot to optimise use of land, first in the world to do so.
  7. TEL is likely to stop at the future T5 before terminating at the existing Changi Airport MRT station. (to be confirmed)

LTA has also indicated some new features on the trains for TEL which are:

  • Tip Up Seats
  • Route Maps on LCD Display
  • Automated Track Inspection Systems (to detect defects such as rail cracks, missing fasteners or foreign objects)
  • Fully-automated train with five doors on the side of each car (The first in Singapore)

The eastern part of Singapore, particularly on the East Coast, Tanjong Rhu, Siglap or District 15 is one of the most popular areas for Singapore properties, primarily with the sea views, east coast park and food haunts.

With TEL, it will be easier for all residents to get to East Singapore and likewise, easier for the Easterners to have the opportunity to access the MRT network. In addition, it would likely be more appealing to expatriates and the international community as a ideal stopover for overseas visitors from Changi International Airport.

With the concept of underground bicycle parks which can be found at 4 of the MRT stations along East portion, commuters will be encouraged to cycle to East Coast Beach which could lead to Changi or Marina Bay.

Impact of Properties Near MRT Stations

Typically, there are 3 main stages:

  1. Announcement of the Line
  2. Identify locations of Stations
  3. Completion of Stations

Most significant impact on prices of properties are the later 2 stages.

Taking reference from a study from National University of Singapore, a team of researchers in Feb 2017 on the impact of properties near Circle Line, it indicated positive effect on non-landed private properties which are near to the MRT Stations.

The research indicated houses within 400m from the Circle Line MRT sold at 4.2% higher versus those not within 400 m. Price increase are 13.2% more than those not within 400 m.

Interestingly, the study also indicated that the announcement of the location of new stations has an insignificant impact on the values of properties close to the proposed stations. This is likely because buyers are not keen to move in during the construction phase due to pollution, noise and inconvenience.

Landed homes near the MRT Stations may benefit owners with added convenient accesses for shopping and leisure. They will also likely rely less on driving as their main mode of transport
